SAHP is an independent state-level traffic-safety and interagency support office. It supplements LSPD and BCSO where needed, focuses on public-access routes and highways, and does not exercise command authority over either department.
Neighborhood policing. Public trust.
LSPD serves the dense communities of Los Santos through patrol, investigation, traffic response, and community-centered policing. Its members are expected to balance public safety with restraint, transparency, and the civil rights of every resident.
Local service across the county.
BCSO provides community policing and emergency response throughout Blaine County. Deputies work across long distances and close-knit towns, emphasizing local knowledge, practical problem-solving, and cooperation with neighboring agencies.

SAFR is the home of highly trained and dedicated medical professionals and firefighters who operate under extreme stress to prevent loss of life and destruction of property.
One team when the situation exceeds one agency.
CERT brings specially trained personnel together for critical incidents that require coordinated planning and a disciplined interagency response. Its purpose is capability and cooperation—not permanent authority over participating departments.
